General Organization Set Up
In order to ensure timely and effective completion of Public Works Department projects, a specialized organizational structure has been established that integrates various functional wings such as Civil, Mechanical, Architectural, and Parks Gardens Wings
The department functions under the Hon’ble Minister for Public Works and the Hon’ble Minister of State, with the Additional Chief Secretary overseeing administrative functions, and support provided by the Secretary (Works) and the Secretary (Roads).
At the field level, the following wings work in close coordination to effectively implement infrastructure project in time-bound manner :
The Civil Constructions Wing:
Maharashtra is divided into eight regions—Mumbai, Nagpur, Pune, Chhatrapati Sambhaji nagar, Konkan, Nasik, and Amravati—each under the administrative control of a Chief Engineer.
Field Execution:
Superintending Engineers, Executive Engineers, Deputy Engineers, and Sectional Engineers work under the guidance of their respective Chief Engineers to effectively implement infrastructure projects.
Electrical Wing:
This wing is headed by the respective Chief Engineers of Public Works regions and supported by the Superintending Engineer, Executive Engineer, Deputy Engineer, and Junior Engineer of the electrical branch.
Vigilance & Quality Control Wing:
This wing is headed by the respective Chief Engineers of Public Works regions and supported by the Superintending Engineer, Executive Engineer, and Deputy Engineer.
Design Wing:
A dedicated Design Circle, comprising three Superintending Engineers along with the Executive and Deputy Engineers, is responsible for preparing design data for major buildings and bridges, as well as providing technical guidance to field officers.
National Highway:
The Chief Engineer, National Highways, is primarily responsible for overseeing new construction and maintenance works on the National Highways.
Mechanical Wing:
This wing is led by a Superintending Engineer (Mechanical) and supported by Assistant Chief Engineer Engineers, Deputy Engineers, and Sectional Engineers.
Its key functions include:

Overseeing the operations, repair, and maintenance of inspection vehicles and construction machinery.

Inspecting and certifying hot mix plants used by PWD contractors.

Providing technical guidance and sanctioning mechanical works.

Granting technical approvals for mechanical items to local bodies.
Architectural Wing:
This wing is headed by the Chief Architect, Mumbai, with a Deputy Chief Architect working at the regional level. It is responsible for addressing architectural aspects and resolving design challenges related to government buildings.
Parks and Gardens Wing:
This wing is led by the director of Parks and Gardens, Maharashtra State, Mumbai. It is responsible for the development and maintenance of gardens for government buildings and other government open premises.

Organization Set Up at Field Level :
At the field level, the Chief Engineer oversees infrastructure projects planning and execution for the Public Works Department for their respective regions.
Each region is divided into circles, which consist of one or two districts, and are led by a Superintending Engineer. Each Circle is further divided into divisions, with each division, led by an Executive Engineer.
The Executive Engineer is responsible for executing works, including the construction, repair, renovation, and maintenance of roads, bridges, and buildings within designated territorial jurisdictions.
The divisions oversee projects related to State Highways, major district roads, and government buildings. Works on National Highways are handled by dedicated National Highway divisions.
