    Honourable Chief Minister Felicitated Public Works Department for Excellence in 150-Day e-Governance Initiative

    Public Works Department honoured by the Chief Minister for outstanding work in the 150-day e-Governance initiative
    The felicitation was received by Additional Chief Secretary Smt. Manisha Mhaiskar and Shri. Milind Mhaiskar.

    In the State Government’s 150-day e-Governance reform programme, the Public Works Department, delivered notable performance and created a new direction for digital transformation, secured first position in the state among the best ministerial departments with 186.75 marks. For this achievement, Honourable Chief Minister Devendra Fadnavis today honoured the then Additional Chief Secretary of the department and present Additional Chief Secretary of the Home Department, Manisha Mhaiskar.

    To increase transparency in government functioning and enhance the use of digital facilities, the State Government implemented a 150-day administrative reform programme. Departments that performed excellently in the e-Governance reform initiative were felicitated today at Sahyadri Guest House at the hands of the Chief Minister Devendra Fadnavis. On this occasion, Cultural Affairs and Information Technology Minister Ashish Shelar, Chief Secretary Rajesh Agarwal, along with secretaries of various departments, district collectors, and Chief Executive Officers of Zilla Parishads were present.

    The objective of this initiative was to make digital service delivery more capable and accessible and to provide citizens with more convenient, transparent, and faster services. For this, the State Government evaluated departments on seven important criteria: official website system, ‘Aaple Sarkar’ system, e-office, office dashboard, WhatsApp chatbot, use of AI and blockchain technology, and effective use of GIS system. The duration of this programme was from May 7, 2025 to January 10, 2026. A total of 57 departments from the मंत्रालय participated in this initiative. The performance of various departments was evaluated by the Quality Council of India on 127 parameters. In this competition, the Public Works Department secured first rank by scoring 186.75 out of 200 marks.

    On this achievement, Additional Chief Secretary Manisha Mhaiskar said, “Under the guidance of Chief Minister Devendra Fadnavis, Deputy Chief Ministers Eknath Shinde and Ajit Pawar, as well as Public Works Minister Shivendrasinh Raje Bhosale, the Public Works Department has effectively implemented digital transformation through the 150-day e-Governance initiative. We are continuously striving to provide citizens with faster, transparent, and accessible services. This success is the result of the collective efforts of all officers and employees. The State Government is progressing towards the vision of a developed India under Prime Minister Narendra Modi, and the Public Works Department is also contributing to this.”

    Big leap in grievance redressal

    Under the 150-day e-Governance initiative, the Public Works Department strengthened the grievance redressal system and increased the grievance resolution rate from 80 percent to 99 percent. The proportion of escalated complaints decreased from 12 percent to 0.09 percent. This improvement was made possible through measures such as daily monitoring, reviews at various levels to track pending complaints, and timely grievance resolution. An analysis of 1,248 complaints received by the department revealed that 39.5 percent of the complaints were related to road maintenance and quality.

    Speed in service delivery period
    Eight services were notified under the Right to Public Services and these services were made completely online and integrated with the ‘Aaple Sarkar’ portal. As a result, the service delivery period was reduced from 32 days to 20 days. Compliance with service levels also increased from 90 percent to 138 percent. These services have been integrated with the Chief Minister’s dashboard.

    Website and digital facilities strengthened

    The Public Works Department’s website was modernized to make it more secure, accessible, and citizen-centric. So far, 2.46 million views have been recorded on the website, and in the last 30 days, there were 1.077 million active users.
    Through an interactive WhatsApp chatbot, citizens are being guided regarding services, application processes, and grievance redressal, and more than 10,000 messages have been sent via WhatsApp to inform citizens about services under the Right to Public Services.

    Work accelerated through e-office and dashboard
    100 percent of officers in the Public Works Department have become operational on e-office. Reduction in file processing stages has made work faster. Also, a unified dashboard has been created for all services under the Right to Public Services, enabling real-time tracking and predictive analytics.

    Effective use of AI and GIS
    An AI-based system called Pothole Guard has been developed, through which potholes on roads are being identified, repaired, and verified. AI systems have been effectively used to improve road surface quality and safety. Also, through the PM Gati Shakti portal, while planning roads, forests, wildlife corridors, and mineral areas were identified, resulting in saving 27 hectares of forest land.

    Promotion of tree plantation and innovation
    Through the Tree App, smart monitoring of tree plantation is being carried out. Through this app, more than 820,000 trees have been recorded and monitored so far. Due to these digital initiatives, the department has received the “Digital Innovation of the Year Award.”
